• Makes supplemental operating appropriations totaling approximately $15.9 billion in reductions to general fund and other funds for fiscal year ending June 30, 2009, distributed across state departments and agencies.

• Appropriates $90.4 million for capital projects including airport improvements, state parks maintenance, military youth academy infrastructure, and transportation projects funded by federal receipts and other sources.

• Extends lapse dates for certain appropriations from prior fiscal years and reappropriates unexpended balances from previous projects to new capital projects and operational needs.

• Modifies education funding including school maintenance grants ($24.9 million), school incentive program ($2.5 million), and various school district deferred maintenance projects.

• Authorizes appropriation from the Constitutional Budget Reserve Fund if fiscal year 2009 unrestricted state revenue is insufficient to cover general fund appropriations; effective April 19, 2009.
