Establishes the Economic Development Planning Commission in the legislative branch to develop and recommend visions and strategies for encouraging economic development in Alaska.

Commission consists of 9 members: one House member (appointed by Speaker), one Senate member (appointed by Senate President), two private sector members (one appointed by House Minority Leader, one by Senate Minority Leader), four private sector members (two appointed by House Finance Committee, two by Senate Finance Committee), and three ex officio members (commissioners of commerce and labor, and president of Alaska Partnership for Economic Development).

Appointed public members serve without compensation but receive per diem and travel expenses under AS 39.20.180; commission must present recommendations and draft legislation to the Alaska Legislative Council and relevant committees by January 30, 2011.

Commission may prepare legislation to restructure state economic development activities by moving functions to a newly created public corporation, new department, or division within the Department of Commerce, Community, and Economic Development, with optional supplemental report due by December 15, 2011.

Commission is authorized to begin work immediately upon appointment or April 30, 2010 (whichever is earlier) and is terminated on June 30, 2012.
