Creates a 9-member Alaska Northern Waters Task Force in the legislative branch to address changing Arctic conditions and increased marine activity in northern waters.

Task force composition includes one senator and two representatives from Northwest Alaska, plus six members representing the U.S. Coast Guard, state executive branch, North Slope Borough, Northwest Arctic Borough, City of Nome, and U.S. Department of Interior.

Directs task force to assess creation of state and federal commission for northern ocean waters, facilitate regional coordination with local stakeholders, and coordinate federal, state, and local efforts.

Requires preliminary report by January 20, 2012, and final report with legislative proposals by January 30, 2012.

Task force continuation or termination to be reevaluated during the Second Regular Session of the Twenty-Seventh Alaska State Legislature.
