Certifies that Alaska requests and will use funds available under the American Recovery and Reinvestment Act of 2009 (P.L. 111-5), signed into law on February 17, 2009.

Authorizes the Alaska State Legislature to accept stimulus funds not accepted by the governor, consistent with the Act's provision allowing state legislatures to certify acceptance within 45 days of enactment if the governor declines.

Directs funds to be used for infrastructure projects including roads, airports, mass transit, energy efficiency, schools, clean water projects, Medicaid assistance, education, and home weatherization.

Cites Alaska's economic hardship including 7.9 percent unemployment in January 2009, 5,000 fewer jobs from the previous month, job losses in construction, trade, transportation, and hospitality industries, and significant revenue shortfalls from low oil prices.

Requires copies of the resolution be sent to President Obama, Vice President Biden, Congressional leadership, Alaska's federal delegation, and Governor Palin.
