Argues that P.L. 107-243 (Authorization for Use of Military Force Against Iraq Resolution of 2002) has expired and lacks termination procedures, making continued deployment unlawful.

Cites over 4,000 American deaths and $1.3 trillion in war costs, plus concerns that deployment impairs Alaska's emergency response capacity and harms guard members and families.
