Claims state sovereignty for Alaska under the Tenth Amendment to the Constitution over all powers not enumerated and granted to the federal government.

Directs the federal government to cease and desist, effective immediately, from imposing mandates beyond the scope of constitutionally delegated powers.

Calls for prohibition or repeal of all compulsory federal legislation that directs states to comply under threat of civil or criminal penalties, sanctions, or loss of federal funding.

References the Supreme Court ruling in New York v. United States (112 S.Ct. 2408, 1992) establishing that Congress cannot commandeer state legislative and regulatory processes.

Directs distribution of the resolution to the President, Vice President, Speaker of the House, Alaska's congressional delegation, all 111th Congress members, and all other state legislatures and governors.
