Requests Alaska's Congressional delegation to amend the Magnuson-Stevens Fishery Conservation and Management Act to create four new voting seats on the North Pacific Fishery Management Council

New seats must be filled by members of federally recognized Alaska tribes or Alaska Native organizations who are not employed by community development quota programs or other industrial/commercial fishing interests

Cites Alaska Native dependence on salmon fisheries for subsistence and economic livelihood, and notes current Council composition is dominated by state and industry voices that do not represent tribal subsistence needs

Addresses concern that the governor's discretionary appointment powers have not ensured consistent participation by tribal and Alaska Native organization members on the Council

Directs copies of the resolution be sent to U.S. Senators Lisa Murkowski and Mark Begich, and U.S. Representative Don Young
