The Alaska State Legislature opposes H.R. 45, the Blair Holt's Firearm Licensing and Record of Sale Act of 2009, and urges Congress to reject it.

H.R. 45 would make it a federal felony to possess a firearm without a license, transfer a firearm to an unlicensed person, or fail to report the loss or theft of a firearm to the Attorney General within 72 hours.

H.R. 45 would establish a federal firearm registration system and require the Attorney General to maintain records of all firearm sales and transfers, as well as establish a firearm injury information clearinghouse.

The Legislature argues H.R. 45 violates Second Amendment rights and that firearm education programs would be more effective and less intrusive alternatives to address gun violence.

The resolution directs copies to be sent to President Obama, Vice-President Biden, congressional leadership, and Alaska's congressional delegation, urging them to oppose the bill and support federal firearm education funding.
