Amends Article I, Section 23 of the Alaska Constitution to add authorization for an honorarium payment program for eligible Alaska residents

Establishes that the State may create a program making payments to Alaska residents who were residents of the Territory of Alaska before statehood

Retains existing constitutional language permitting Alaska residency preferences over nonresidents to the extent allowed by the U.S. Constitution

Requires the proposed constitutional amendment to be placed before Alaska voters at the next general election in accordance with Article XIII, Section 1 of the Alaska Constitution
