Identifies China's control of 97 percent of world rare earth element production and reduced export levels as a national security and economic concern for defense and clean energy technologies.

Notes that Bokan Mountain deposits contain heavy rare earth elements including dysprosium, terbium, europium, and yttrium needed for wind turbines, solar panels, and military applications.

Directs copies of the resolution to key Congressional committees and the Alaska delegation to advocate for domestic rare earth element industry development.
