Creates two registration fee options for noncommercial trailers: a biennial fee of $30 or a one-time fee of $100, with the one-time registration exempting the original owner from future renewal fees.

Allows new owners of trailers previously registered under the one-time fee option to choose between paying the biennial or one-time registration fee.

Updates the senior and disability exemption from registration fees to include trailers registered under the new subsection (j), expanding eligibility beyond previous categories.

Establishes biennial motor vehicle tax rates for noncommercial trailers, with different rates for those paying biennial fees ($17 for the first model year, declining to $4) versus one-time fees ($51 annually).

Permits municipalities to impose an additional tax on permanently registered trailers, with changes requiring written notice to the department by January 1 of the preceding year.

Takes effect January 1, 2014.
