Increases the quorum requirement for the Alaska Energy Authority from three directors to four directors for conducting official business.

Adds authority for the Alaska Energy Authority to acquire a Susitna River power project through construction, purchase, gift, or lease, including use of eminent domain to acquire property rights and interests.

Expands the definition of "feasibility study" to include engineering and design work meeting Federal Energy Regulatory Commission license application requirements for proposed power projects.

Requires the Alaska Energy Authority to submit an annual report on the Susitna River power project status to the legislature by the first day of each regular session.

Authorizes loans from the power project fund of up to $11,000,000 for Haida Energy, Inc.'s Reynolds Creek hydroelectric project and up to $5,000,000 for Cordova Electric Cooperative's Humpback Creek hydroelectric project, subject to Authority approval.
