Extends termination date of Alaska coastal management program from January 2011 to January 2017.

Creates Alaska Coastal Policy Board with five public members appointed by governor (representing resource development industries and coastal regions) and four designated state agency members; board meets at least four times yearly and makes recommendations on district coastal management plans.

Revises district coastal management plan approval process to require enforceable policies use least restrictive means to achieve objectives and not duplicate state or federal statutes; allows board review and commissioner reconsideration of department decisions on plan approval.

Requires department to prepare annual reports on coastal management efforts and address conflicts between local knowledge and scientific evidence with written decisions.

Requires board to review coastal management program effectiveness and report recommendations by February 1, 2013 and January 1, 2015.
