Allows motor vehicle owners to apply for special request license plates bearing the phrase "choose life," with design and color determined by the commissioner after consulting with Alaska Choose Life.

Department may disapprove plate issuance only when requested plates duplicate an existing registration.

Establishes a $30 biennial fee for special request choose life plates, collected in addition to standard vehicle registration fees.

Requires the commissioner of administration to separately account for fees received and directs the legislature to appropriate any annual balance exceeding issuance costs to programs supporting or benefiting adoption.

Takes effect January 1, 2012.
