Students cannot receive a secondary school diploma unless they successfully complete a civics examination based on questions from the U.S. naturalization examination civics portion under 8 U.S.C. 1446.

School district governing bodies must administer the civics examination at least once per school year and provide retesting and remediation opportunities for students who fail.

The state education department is responsible for developing the civics examination.

Students with disabilities who fail the exam after one retest may receive a diploma by completing an alternative assessment through their individualized education program or education plan under 29 U.S.C. 794, conforming to naturalization exam standards to the maximum extent possible.

The act takes effect July 1, 2012.
