Removes the requirement that the Alaska Public Offices Commission publish a manual on uniform bookkeeping and reporting methods, changing "prepare AND PUBLISH" to "prepare" only.

Commission retains duties to develop report forms, assist persons with compliance, receive and hold reports for public inspection, maintain filed report lists, and prepare report summaries.

Commission shall notify delinquent filers by registered or certified mail and examine, investigate, and compare all reports and statements under relevant statutes.

Commission required to prepare and publish a biennial report on its activities, chapter effectiveness, enforcement actions, and recommendations for change, with legislature notification.

Commission authorized to adopt regulations implementing these statutes and consider written requests for advisory opinions on application of campaign finance and ethics laws.
