Establishes the Workers' Compensation Advisory Council within the department with 16 voting members representing organized labor (4), employers (4), medical care providers (3), insurers (2), the commissioner (ex officio), and legislature members (2).

Specifies employer representation must include one member each from self-insured employers, oil industry employers, and general contractors; medical provider representation must include Alaska State Medical Association, Alaska Chiropractic Society, and Alaska State Hospital and Nursing Home Association.

Members serve staggered five-year terms (legislature members serve two years) and are eligible for reappointment; only labor, employer, and medical provider representatives may vote on council matters.

Council shall meet at least once every six months and advise the department on workers' compensation law application, revision, operations, regulations, procedures, and resource costs.

Repeals AS 23.30.095(j) and Section 82 of chapter 10, FSSLA 2005; sunsets the council on June 30, 2015; takes effect immediately.
