Requires the state to provide funding to school districts of 15 cents per lunch and 35 cents per breakfast for each student eligible for free or reduced-price meals under federal law.

Adds an additional per-meal amount calculated by reducing the applicable district cost factor by 1.0 and dividing the remainder by four, rounded to the nearest cent.

Beginning July 1, 2012, adjusts the base funding amounts annually on October 1 according to the Consumer Price Index for urban consumers in the Anchorage metropolitan area, using the 2009 index as the baseline reference.

Funding is provided in addition to existing public school funding and is subject to legislative appropriation.
