Allows benefit recipients under the Public Employees' Retirement System to voluntarily authorize deduction of annual dues from their benefits to pay retirement organization membership fees.

Requires authorization be made in writing on an administrator-approved form and permits revocation at any time in writing, effective upon administrator receipt.

Defines "retirement organization" as an organization representing benefit recipients that is affiliated with an employee organization under Alaska labor law (AS 23.40.070 - 23.40.260).

Permits the plan administrator to assess a reasonable administrative fee by regulation to cover costs of administering the dues deduction program.

Takes effect October 1, 2011.
