Adds new category (H) to the utility definition covering gas dehydration, compression, and reinjection services.

Adds new category (H) to the utility definition covering natural gas liquid production services.

Adds new category (H) to the utility definition covering water treatment and reinjection services, bringing these oil and gas facilities under Regulatory Commission of Alaska jurisdiction.
