Increases the base student allocation from $5,680 to $5,867.52 per student in state funding formulas for public education.

Requires the Department of Education and Early Development to annually adjust the base student allocation for fiscal years 2014 and 2015 based on the Consumer Price Index for Anchorage metropolitan area, using January 2010 as the reference base index.

Directs the Department to conduct a review of actual changes in educational costs for each student in each school district.

Requires the Department to submit recommendations to the Twenty-Ninth Alaska State Legislature by January 10, 2015 regarding the amount and adjustment of the base student allocation beginning in fiscal year 2016.

Takes effect July 1, 2012.
