Amends Alaska Statute 38.04 to add a new section requiring the Department of Natural Resources to prepare and deliver an annual electronic report on fishing stream access to the legislature, governor, and the department's Internet website.

Report must be delivered no later than the 10th day of each regular legislative session and prepared in consultation with the commissioner of fish and game.

Report must detail the department's efforts during the previous year to maintain or enhance access to and along fishing streams.

Report must state the department's objectives for enhancing and maintaining public access to and along fishing streams in the upcoming year.

Defines "fishing stream" as a stream with an appreciable sport, personal use dip net, commercial, or subsistence fish population.
