Authorizes the State of Alaska and Alaska Railroad Corporation to transfer railroad right-of-way land along the Eielson Spur Line to abutting property owners through reversion or quitclaim deed.

Land reverts to abutting landowners if the governor delivers a notice of discontinuance with legal description and quitclaim deed, or if the right-of-way has not been used for 18 continuous years for transportation, communication, or transmission purposes.

When multiple parties own abutting land, each property owner's conveyance extends to the centerline of the right-of-way.

Restores reversionary rights to abutting landowners that were repealed by Congress in 2003 when federal law was amended to eliminate reversion language in the Alaska Railroad Transfer Act.

Act takes effect immediately upon enactment.
