Creates a duty for drivers licensed or applying for a license to disclose if diagnosed with a disorder involving lapses of consciousness or any other condition that may impair driving ability.

Allows physicians to report to the Department of Administration that a current licensee, applicant, or potential future applicant has a condition that may impair driving ability.

Allows any person to report to the department that a current licensee, applicant, or potential future applicant has a medical or other condition that may impair driving ability.

Provides immunity from civil liability for good faith reports and protects reported information as confidential and exempt from public disclosure.

Makes it a class A misdemeanor for a person who recklessly fails to make required medical condition disclosures.
