• Expands protective order provisions to include protective orders under AS 13.26.180 and 13.26.209 for persons under disability and minors, making violation of such orders a criminal offense.

• Establishes temporary conservatorship and ex parte protective order procedures to protect vulnerable adults from financial exploitation and fraud, including 72-hour hearing requirements and 20-day orders extendable to six months.

• Adds "undue influence" to the definition of vulnerable adult abuse and expands mandatory reporting requirements for professionals to report harm to vulnerable adults to the Department of Health and Social Services.

• Creates new sentencing aggravating factor for offenses where defendant knowingly targeted a victim 65 years of age or older.
