Establishes the Alaska Medical Care for Seniors Act, creating a grant program in the Department of Commerce, Community, and Economic Development to fund primary medical care for seniors aged 65 and older.

Grants awarded to eligible health care providers (physicians, osteopaths, physician assistants, nurses, physical therapists, occupational therapists, and chiropractors) subject to available funding and amounts determined by the department.

Requires the department to adopt regulations including application procedures, eligibility standards based on lack of reasonable compensation, and proof that grants are necessary to increase senior care services.

Prioritizes grants for providers in areas where other providers have refused to treat seniors and serve high percentages of medically underserved populations, and for providers demonstrating the greatest service increase for the lowest grant amount.

Prohibits grants for services received by persons with public or private insurance that adequately compensates the provider, as determined by the department in consultation with the Department of Health and Social Services.
