Board of Education shall adopt early learning guidelines supporting an effective, cost-efficient, and optional pre-elementary program provided under the statewide early childhood education plan

Department shall change language from "assure" to "ensure" in regulations prescribing health and safety standards for public and private schools

Department must submit a report to the legislature by January 15, 2012 detailing the early childhood education plan devised under this Act
