Requires all voters at the polls to exhibit one form of valid photo identification containing a photograph before voting.

Establishes permitted forms of identification including Alaska driver's license, state or federal ID cards, U.S. passport, military ID, employee ID from government entities, student ID from accredited institutions, and tribal identification cards.

Creates a free voter photo identification card program for indigent persons who are registered to vote but lack acceptable photo identification.

Modifies absentee and questioned ballot counting procedures to require first-time mail registrants and other voters to provide photo identification or alternative identifiers that can be verified through state agency records.

Repeals existing provisions that allowed waiver of identification requirements for voters known personally by election officials.
