Amends AS 09.40.230 to require parties seeking restraining orders, preliminary injunctions, or orders vacating/staying permit operations to post security for costs and damages to wrongfully enjoined industrial operations.

Security amount must be determined by the court and must include compensation for employee wages and benefits, and payments to contractors and subcontractors of the industrial operation.

Defines "industrial operation" to include construction, energy, timber activities, and oil, gas, and mineral exploration, development, and production.

Security requirement does not prohibit wrongly enjoined parties from obtaining available relief or limit the amount they may recover in the action.
