Applies to permits, certifications, authorizations, or approvals issued by the state or municipality for exploration, development, or production activities.

Defines "court or administrative agency" to include state courts, federal courts, state agencies, and federal agencies with jurisdiction over the relevant activities.

Creates new sections in Alaska Statutes Title 27 (minerals), Title 31 (oil and gas), and Title 44 (transportation) to implement permit extension provisions.

Allows permit holders to recover lost time when judicial or administrative stays halt authorized activities.
