Extends the timeframe for bringing arrested persons before a judge or magistrate from 24 hours to 48 hours after arrest, including Sundays and holidays.

Changes the penalty for operating a vehicle without proof of motor vehicle liability insurance from a Class B misdemeanor to an infraction with a mandatory $500 fine.

Classifies violation of AS 28.15.131 (operating without a driver's license) as an infraction.

Allows certain arson violations under AS 11.46.420 to be treated differently, requiring court appearance and preventing bail forfeiture without court involvement.

Amends Alaska Rules of Criminal Procedure Rule 5(a)(1) to permit arrested persons to appear before a judge or magistrate via telephonic or television equipment within 48 hours.

Takes effect July 1, 2011.
