Adds "Civilian Expeditionary Workforce" members deployed to combat zones, qualified hazardous duty areas, or danger pay posts as eligible for permanent fund dividends while absent from Alaska.

Defines key terms including "Civilian Expeditionary Workforce" under Department of Defense Directive 1404.10 (January 23, 2009), "combat zone" per Internal Revenue Code 26 U.S.C. 112(c)(2), and "danger pay post" as designated by the Secretary of State.

Allows spouses, minor dependents, and disabled dependents of individuals serving in eligible military or defense positions to remain eligible for dividends while accompanying them outside Alaska.

Permits persons qualifying for 2010 or 2011 permanent fund dividends under these new provisions to apply by December 31, 2011, with the Department of Revenue to prepare application forms.

Makes the law retroactive to January 1, 2009, and takes effect immediately.
