Reduces the Joint In-State Gasline Development Team from five members to four members by removing the Chief Executive Officer of the Alaska Natural Gas Development Authority.

Establishes the Alaska Gasline Development Corporation as a subsidiary of the Alaska Housing Finance Corporation to oversee in-state gasline development.

Allows the Alaska Gasline Development Corporation to enter into confidentiality agreements to acquire information necessary for its functions, protecting such information from public records disclosure under Alaska's public records statute.

Permits the Alaska Gasline Development Corporation to share confidentiality-protected information with other public agencies through separate confidentiality agreements, with portions of public agency records reflecting this information also exempted from public disclosure.

Repeals the confidentiality agreement provisions on December 31, 2011, making them temporary measures set to expire after approximately nine months.
