HB 19 Summary

• Authorizes the Alaska Department of Motor Vehicles to issue six new types of special request registration plates: United States flag "In God We Trust" plates, Lao veteran plates (for service between February 28, 1961, and May 15, 1975), National Rifle Association plates, breast cancer awareness plates, "Choose Life" plates, and "Pro-Family, Pro-Choice" plates.

• Lao veteran plates require the applicant to present evidence of military service in support of the United States in the Kingdom of Laos; all other plate types are issued upon application without additional eligibility requirements.

• Establishes fees of $30 for United States flag, "Choose Life," and "Pro-Family, Pro-Choice" plates collected biennially, and $50 for National Rifle Association and breast cancer awareness plates collected on first issuance and replacement, with $30 biennial fees thereafter.

• Directs revenue surpluses from National Rifle Association plates to youth shooting programs, breast cancer awareness plates to cancer screening programs, "Choose Life" plates to adoption support programs, and "Pro-Family, Pro-Choice" plates to the Alaska Children's Trust.

• Takes effect January 1, 2012.
