Amends AS 14.30.650 to change the special education service agency funding formula from a minimum of $15.75 per student to four-tenths of one percent of the base student allocation multiplied by the number of students in average daily membership.

Funding allocation remains subject to annual legislative appropriation and pro rata reduction if amounts are insufficient to meet the authorized allocation for a fiscal year.

Continues requirement that allocated amounts be reduced each fiscal year by the amount the department contributes to the Teachers' Retirement System or Public Employees' Retirement System on behalf of agency employees.

Repeals AS 44.66.010(a)(6), removing a provision related to the special education service agency.
