Amends AS 14.16.200 to allow the Department of Education to approve up to three district-operated statewide residential educational programs that began operating after January 1, 2005, for reimbursement of operating costs under department regulations.

Establishes per-pupil monthly room and board stipends for fiscal years ending June 30, 2012, and June 30, 2013, with maximum claims for up to 10 months per student.

Sets regional stipend amounts: Southeast Region $820, Southcentral Region $800, Interior Region $968, Southwest Region $1,006, and Northern Remote Region $1,184 per student per month.

Overrides previous room and board expense amounts established in AS 14.16.200(b)(2) for the specified two-year period.
