Establishes the Alaska Broadband Task Force in the legislative branch, consisting of 13 members including legislators, government representatives, and technology/telecommunications business representatives.

Task force shall determine current broadband access levels in urban and rural areas, establish acceptable service standards, and recommend regulatory changes and investment incentives to improve service in underserved areas.

Task force must study broadband delivery methods, solicit industry input, establish a database of service providers and projects, and explore broadband applications for education, healthcare, and government services.

Requires submission of initial findings and recommendations to the legislature by December 31, 2011, and a final report by February 1, 2012, with the task force terminating on March 1, 2012.

Non-legislative and non-full-time state/municipal members are entitled to per diem and travel expenses under Alaska statute AS 39.20.180.
