Establishes an in-state gas pipeline fund within the Alaska Gasline Development Corporation, a subsidiary created in 2010, consisting of appropriated money.

Requires the Alaska Gasline Development Corporation to manage and invest the fund at competitive market rates using the same investment methods permitted for state revenue funds under AS 37.10.070 and 37.10.071.

Allows interest and other income earned on fund money to be separately accounted for and remain in the fund.

Authorizes the Alaska Gasline Development Corporation to use fund money for planning, development, and construction of an in-state pipeline to transport North Slope natural gas.

Repeals the in-state gas pipeline fund 90 days after completion of construction of an in-state North Slope natural gas pipeline, with the executive director of the Alaska Housing Finance Corporation required to notify the revisor of statutes when construction is completed.
