Establishes a teacher retention grant program in the Department of Education and Early Development to improve teacher retention rates in school districts with high turnover.

Grants $10,000 annually for each teaching position in schools demonstrating a high teacher turnover rate, defined as average loss of 25 percent or more of teachers over a three-year period.

Grant funds must be expended at the affected school for department-approved purposes including housing, student loan repayment, mentorships, and equipment.

Allows continued grant renewal for up to three years after a district achieves a teacher retention rate above 75 percent average over a three-year period.

If appropriated funds are insufficient for all eligible applicants, the department shall prorate awards based on the number of teaching positions affected by high turnover.
