Creates a system for the Alaska Department of Education to identify, approve, and monitor targeted resource expenditures for low-performing school districts, with an approved list that may include incentives, tutors, mentors, technology, longer school days, and cultural programs.

Establishes enhanced special needs funding factors for low-performing districts with average yearly progress scores of 85 or lower: a factor of 1.30 if 50 percent or more of students scored below proficient in two or more subjects, and a factor of 1.25 if 50 percent or more scored below proficient in only one subject.

Maintains a standard funding factor of 1.20 for districts not designated as low-performing.

Requires districts receiving funding above the 1.20 factor to apply the difference to targeted resources for low-performing schools.

Adds "targeted resources" to the list of services covered under special needs funding provisions in the school finance formula.
