Requires persons holding provisional driver's licenses to display a moveable sticker issued by the department in each motor vehicle operated, with the sticker displayed in the rear window or at a department-specified location.

Authorizes the department to charge a fee for sticker issuance and to exempt certain types of motor vehicles from the display requirement by regulation.

Establishes failure to display the sticker as an infraction punishable by a fine of not more than $200, but allows dismissal if the person has no prior violations of this section and produces proof of obtaining the sticker in court.

Prohibits peace officers from stopping or detaining a vehicle solely to check sticker compliance or issue citations for sticker violations unless they have other probable cause.

Exempts provisional licenses for off-road operation and licenses held by persons in municipalities with populations under 500 from the sticker requirement; applies to licenses issued on or after January 1, 2013 and repeals the requirement December 31, 2016.
