• Requires fiscal notes for bills directing or resulting in agency adoption, amendment, or repeal of regulations to include a specific deadline for completing the regulatory action.

• Mandates agencies unable to meet the fiscal note deadline to set a new deadline and report the delay and reasons to the Administrative Regulation Review Committee.

• Defines "agency" for these purposes to include the Alaska Housing Finance Corporation, Alaska Industrial Development and Export Authority, Alaska Energy Authority, Alaska Public Offices Commission, and Alaska Oil and Gas Conservation Commission.

• Requires state agencies (except the Regulatory Commission of Alaska, Board of Fisheries, and Board of Game) to provide a brief description of regulatory changes in plain, easily readable language when posting notices of proposed adoption, amendment, or repeal of regulations.

• Takes effect July 1, 2012, applying to bills filed on or after the effective date and proposed regulations on or after the effective date.
