Amends AS 14.11.100(j) to add a new category (E) allowing school districts to demonstrate project need based on facilities inadequate or requiring repair, replacement, or modification to meet vocational or technical education needs.

Requires municipalities seeking state reimbursement for school construction bonds to include on ballots estimated total costs, interest, operation and maintenance costs, state and municipal payment amounts, and approximate annual taxes on $100,000 assessed value needed to retire debt.

Establishes that school districts must have preventive maintenance plans including computerized tracking systems, energy management programs, custodial care programs, maintenance training, and renewal schedules for building components.

Adds new subsection (s) allowing state reimbursement rates to be prorated based on project costs: if less than half of costs qualify for 70 percent reimbursement, qualifying portions receive 70 percent and remaining portions receive 60 percent; if more than half qualify for 70 percent, entire project receives 70 percent reimbursement.
