Prohibits use of cellular telephones while driving a motor vehicle on any highway, vehicular way, or area in Alaska.

Exempts emergency calls to law enforcement, fire departments, or other emergency services agencies.

Exempts drivers 18 years of age or older using hands-free mode, defined as listening or talking via speaker function, headset, or earpiece without holding the telephone.

Classifies violations as infractions punishable under AS 28.90.010.

Takes effect July 1, 2011.
