Subjects the Alaska Railroad Corporation to the Executive Budget Act (AS 37.07) and requires its expenditures to be subject to legislative appropriation.

Amends the definition of "agency" in the Executive Budget Act to explicitly include the Alaska Railroad Corporation.

Changes the Alaska Railroad Corporation's appropriations process from requesting gubernatorial concurrence and direct appropriations or grants to requesting appropriations in accordance with AS 37.07.

Removes the Alaska Railroad Corporation from an exemption in AS 40.25.115(i) requiring public agencies to separately account for fees deposited in the general fund.

Requires the Alaska Railroad Corporation to prepare its first agency program and financial plan under AS 37.07 for submission to the legislature at the next regular session following the Act's effective date.
