Establishes a top two nonpartisan blanket primary election system where voters can cast ballots for any candidate regardless of party affiliation for state executive and state and national legislative offices.

Allows all candidates to indicate a political party or political group preference on the ballot, or request independent or undeclared designation, without requiring party membership.

Changes precinct watcher and election board appointment procedures to reference candidate ballot preferences rather than party membership, allowing independent or undeclared registered voters to be appointed when applicable.

Modifies the definition of "political party" to require registered voters equal to at least 3 percent of votes cast in the prior election, removing the requirement that a party nominee received 3 percent of votes.

Repeals existing party-based primary election provisions and nomination petition requirements, replacing them with candidate declaration of candidacy procedures applicable to all candidates regardless of party affiliation.
