Requires informed written consent before any person retains, analyzes, discloses, or distributes biometric information on an individual, with the right to revoke or amend consent at any time.

Prohibits requiring biometric information for identification if an individual provides a valid current U.S. passport or state/federal identification card, except in employment or contract situations where biometric information is necessary for job duties.

Establishes civil liability for violations with penalties of $5,000 for unauthorized use, or $100,000 if the violation resulted in profit or monetary gain to the violator.

Exempts law enforcement purposes, state or federal authorized collection, and Department of Administration facial images for drivers' licenses and state identification cards from the consent requirements.

Defines comprehensive terms including "biometric data," "biometric system," and various recognition types (fingerprint, facial, iris, retinal, vein, voice, hand geometry, and finger geometry).
