Adds disorderly conduct prohibition for picketing at funerals within 150 feet of a cemetery, mortuary, church, or other funeral facility during the funeral and for 60 minutes before and after.

Requires picketing to occur knowingly with reckless disregard for the time and location restrictions to constitute disorderly conduct.

Defines "funeral" as a ceremony or memorial service held in connection with burial, death, or cremation, but excludes funeral processions on public streets or highways.

Defines "picketing" as an act directed toward a funeral that disrupts or disturbs that funeral.

Exempts constitutionally protected speech from the definition of "unreasonably loud noise" under disorderly conduct laws.
