Requires contracting persons (grant recipients, municipalities, and school districts) to negotiate with the most qualified and suitable professional person for state-funded architectural, engineering, or land surveying contracts based on demonstrated competence.

Mandates awarding contracts at fair and reasonable compensation determined by considering the estimated value, scope, complexity, and professional nature of services, with proximity to project site as a consideration factor unless federal law prohibits it.

Allows consideration of price as a selection factor only for repetitious services with clearly defined scope and measurable standards, and requires a majority of evaluators to be registered professionals in the relevant field.

Exempts contracts awarded in situations of public necessity (if certified in writing) and contracts that combine both design services and construction.

Permits the contracting person to reject all or part of any proposal and requires negotiation with other qualified professionals in ranking order if initial negotiations fail.
