Prohibits drivers from reading or typing text messages or other nonvoice communications on cellular phones, computers, or personal data assistants while operating a motor vehicle.

Prohibits drivers from operating a vehicle with a television, video monitor, portable computer, or similar visual display device in full view of the driver in a normal driving position while the vehicle is in motion.

Exempts portable cellular telephones and personal data assistants used for voice communication or caller identification, as well as navigation, audio equipment information, vehicle safety information, and maps.

Exempts devices and equipment in emergency vehicles (police, fire, emergency medical service) when personnel reasonably believe the information is necessary to respond to a health, safety, or criminal matter.

Takes effect immediately upon passage.
